The good news is that most of the legwork to get the ball rolling is done in phases A to C. Here is what is left:
Phase D: Define the technology that is used within the EA practice, ideally a TOGAF aware repository. If nothing else set standards for people to follow; for example always create diagrams in Visio and always use specific stencils to achieve consistency.
Phase E: In a normal cycle this phase looks for opportunities and solutions that you can ride on to achieve your goal. For example we are closing an office so while we migrate we will also aim to achieve X. In this cycle we are focused on the EA practice so this step is about harnessing any opportunity to achieve the goals. Organizational opportunities such as restructures, mergers, outsources etc are good examples.
Phase F: Migration Planning. Not just the technology element but bringing the stakeholders on line and integrating them to the continuous evolution of where we are and where we want to be.
Phase G: Putting the Phase F into play, success here is navigating some well worn in practices. The migration plan should have identified the need to intercept existing process and a good example is procurement. Once you have a well maintained technical standard that all stakeholder agree this becomes a key controlling document for what should (or should not) be procured.
Phase H: Putting Change Management into play for Architecture is a two way street. Change Management should influence Architecture so that changes are structured within the practice. Obviously Change is a key activity that Architecture needs to police going forward, to ensure that planned changes conform to the Architecture but equally to analyse opportunities to ride on changes to achieve other goals.
And Finally: No Phase here as it fits into every step of the ADM: Requirements Management.
